[Announce] New mailing list announce-patches

Dear announce-subscribers,


We are getting more and more requests to include information on patch
releases into the announce mailing list.

To keep this mailing list clean, low-traffic and only for real events,
we therefore made a new mailing list 'announce-patches' for this purpose.

You cannot subscribe to the new list as such; members of the other
mailing lists (users, developers and basin_modelers) will automatically
be member of this mailing list.

Therefore, only if you are on the announce mailing list and no other,
and you want to get information on patches, then you need to take
action: subscribe to one of the mentioned mailing lists.
