[Announce] Version 3.1.4

Dear all,

The latest 'development' release is now 3.1.4 (The 'Approximately PI'
release). Although it's intended for developers to keep track of the
OpendTect interfaces and so forth, the release may still be interesting
for normal users.

Some noteworthy improvements are in the SSIS plugin which now supports
2D, 2D viewer improvements ('thumbnail' panning and mouse-wheel
scrolling) and Event steering in the Dip/Steering plugin.
